중도입국 청소년 공교육 진입 적극 지원

정부가 부모를 따라 우리나라에 온 중도입국 청소년의 공교육 진입을 적극 지원한다.

법무부는 중도입국 청소년이 언어 장벽과 생활고로 사회 부적응자로 전락할 우려가 커 올해부터 초기 적응 교육과 공교육 진입을 강화하기로 했다. 이를 위해 육부가 지정한 전국 80개 예비학교에 중도입국 청소년 조기적응프로그램을 제공하고, 제공 대상을 확대할 예정이다.

아울러 산하 출입국관리사무소에 이민자네트워크 코디네이터를 배치할 방침이다. 중도입국 청소년이 입국 때부터 공교육 진입을 유도하고 외국인 등록 또는 체류 연장 때 공교육에 진입한 청소년은 체류 기간 혜택을 줄 계획이다.

중도입국 청소년은 재외 교포 또는 결혼 이주민의 자녀로 우리나라에 들어오면 의무교육을 받을 수 있다. 하지만 한국어를 제대로 배우지 못한 채 입국하는 탓에 공교육에 제대로 적응할 수 없다는 것이 문제로 지적돼 왔다.

일상생활에 필요한 언어 구사가 가능해도 학업에 따라가기는 더욱 어렵고 부모 역시 맞벌이가 많아 방치되기 일쑤여서 학교 밖에 머무는 중도입국 청소년이 많다.

행정자치부에 따르면 지난해 국내에 거주하는 만 19세 미만 조선족 동포 4만3890명 가운데 취학 연령대인 만 7∼18세 청소년 수는 2만 6299명으로 집계됐다.

Supporting public education for immigrated teenagers

The government is actively supporting public education for immigrated teenagers who have come to Korea with their parents. The Department of Justice has stated that Education for early adaptation and public education should be provided for these teenagers in order to prevent them from being isolated from the society due to communication difficulties and adjusting to the Korean culture. For this, the Ministry of Education is planning on providing early adaptation program in 80 schools nation-wide and is planning on increasing the number of these students. Along with this, Immigration network coordinators will be deployed to the affiliated Immigration Office and encourage the immigrated teenagers to take their step into public education. Also, they are planning to give benefits when extending their stay or registering as an alien to those who have entered public education. Immigrant teenagers can receive compulsory education if they enter Korea as overseas Koreans or married immigrants. But the fact that they have a hard time speaking Korean has kept them from receiving public education. They may be able to use daily life expressions but that is not enough to catch up with the studies carried out in schools. Moreover, parents are both busy working and therefore, cannot take care of them which leads them wandering outside of school. According to the Ministry of Government Administration and Home Affairs, Korean immigrants from China who are 19 years of age living in Korea are estimated to be 45,3890. And among them, school aged children from 7~18 years of age are 26,299.
