It turned out that Seoul submitted a proposal that apartement manager's term should be secured and it is being criticized by the representatives of apartment.

The representatives claim that Seoul is favoring apartment managers.

According to the ministry of transportation, Seoul submitted a proposal that contains an agenda about securing apartment manager's term at least for 2 years.

The purpose of the submission is to support apartment managers institutionally so that they could work in better circumstances without being interfered by the representatives of apartment.

However, private organization that represents the residents are strongly against the agenda.

Kim won-il, the secretary general of apartment residents says "Managers of apartment are like employees who are hired and get paid by the residents, securing their terms is against principle of democracy and resident autonomy.

관리소장 임기보장 논란

서울시(시장 박원순)가 아파트 관리소장도 임기를 보장해주자는 취지의 건의서를 국토교통부에 제출한 것이 알려지면서 아파트입주민대표 단체들의 반발이 거세게 일고 있다. 정부에 이어 서울시까지 아파트 관련 이해관계의 한 당사자인 관리소장측을 일방적으로 밀어주고 있다는 의구심이 배경에 깔려있다.

22일 국토교통부와 서울시 등에 따르면 서울시는 아파트 관리소장의 임기를 최소한 2년간 보장하는 규정을 주택법에 삽입하자는 취지의 건의서를 지난달 31일 국토부에 냈다.

관리소장들이 동대표들로 구성된 아파트 입주자대표회의의 부당한 간섭에서 벗어나 소신껏 일할 수 있도록 제도적 뒷받침을 해준다는 취지다.
